Objective

The format of this strategic plan follows the ancestral practice of building kahua – first by laying the niho stones, the stones used to interlock the structure together. It then outlines the unu and ʻili'ili stones, the pebbles or smaller rocks that are used to fill the spaces. This foundational structure is built such that, should any stone be disturbed, they shift inward essentially strengthening the structure rather than weakening it. Similarly, this strategic plan outlines the Department’s mission, core values, goals and milestone measures as elements of the Department’s foundation, locked tightly together so that it might stand the test of time.

Impact Outcome

With the formalization of the Department of ‘Ōiwi Resources and with this action plan, now is the time to build the capacity of the county to responsibly steward ‘ōiwi resources, build deep connections with the community who also do this work, and uplift the plethora of ancestral wisdom present across Maui Nui.
